The Fall State Leadership Conference gives SkillsUSA Massachusetts members a hands-on opportunity to grow as leaders through interactive workshops, team experiences, service, and skill development. Students build confidence, strengthen personal and workplace skills, connect with members from across the Commonwealth, and return to their chapters ready to take on greater leadership and make an impact.

The Fall State Leadership Conference (FSLC) is a two-day leadership and workplace readiness experience that brings SkillsUSA Massachusetts members and advisors together for hands-on learning, chapter development, and connection. Through workshops, activities, and shared experiences, students strengthen personal, workplace, and technical skills while exploring ways to become more engaged leaders within their chapters and communities.

Throughout the conference, students participate in skill-focused training, leadership workshops, team experiences, and a community service project while connecting with education, business, and community leaders. Participants also have the opportunity to pursue the SkillsUSA Leader Award, demonstrating their knowledge of SkillsUSA, leadership, professionalism, teamwork, service, and the SkillsUSA Framework. Advisors take part in dedicated training and professional development alongside the student program.

FSLC is designed for members at different points in their SkillsUSA journey—from students who are still discovering what involvement can look like to experienced members ready to take on greater leadership. Whether preparing to serve as a chapter leader, pursue State Office, become a National Voting Delegate, or simply become more involved, students leave the conference with new connections, practical skills, and opportunities to put leadership into action throughout the year.

Before Registration
Identify participants and prepare required conference forms.
Review the Conference Checklist
Review the Fall State Leadership Conference information and checklist before beginning registration so your chapter understands the conference, registration process and important deadlines.
Share FSLC Details
Share conference information with interested students, chapter officers, advisors and families so participants understand the two-day conference experience and expectations.
Identify Your Student Delegation
Chapters may register up to 12 students. Consider including your Chapter Officer Team and members interested in becoming more active leaders within their chapter and SkillsUSA Massachusetts.
Consider Future Leadership Opportunities
Students interested in becoming a State Officer, National Voting Delegate, chapter leader, or becoming more involved in community service activities are encouraged to participate in FSLC.
Complete Participant Release Forms
Provide every student and advisor attending FSLC with the required SkillsUSA Conference Registration, Personal and Liability Release Form for completion and signatures, along with any required school field trip documentation.

Register Your Delegation
Register students, advisors, rooms and required information.
Register All Student Participants
Register every student attending FSLC and confirm each participant's meal choice and shirt size.
Register Advisors, Aides & Administrators
Register all advisors, aides and administrators attending the conference with the correct meal choice and shirt size.
Prepare Adaptation for Achievement Forms
Complete the appropriate Adaptation for Achievement Form for participants with allergies, accessibility needs, required assistance, or other accommodations and submit the required forms to the State Office.
Select Conference Rooms
Complete room selections for all participants during registration. Students should be placed in triples and quads whenever possible, with advisors using doubles and singles to help maximize available space.
Submit the Group Acknowledgement Form
Submit the SkillsUSA Massachusetts Group Acknowledgement Form confirming that signed conference registration and liability documentation has been collected from every student and advisor attending FSLC.
Complete Registration Before the Deadline
Complete all FSLC registration selections before the posted deadline. Registration is automatically submitted once all required selections have been completed.

Review & Finalize
Double-check participants, rooms, payment and final arrangements.
Review Conference Registration for Accuracy
Review the submitted conference registration and make sure every intended student and adult participant has been included.
Verify Participant Information
Confirm names are spelled correctly and verify each participant's meal choice, shirt size, and other registration information.
Confirm Room Assignments
Make sure every overnight participant has a room assignment and review any room-sharing arrangements made with another chapter.
Submit Any Required Changes
Use the current Changes Form for permitted name corrections, substitutions, meal-choice changes, or shirt-size changes and follow the posted deadline for all conference changes.
Submit Conference Invoice & Payment
Access your conference invoice through the registration system, submit it to your school's business office, and make sure payment is sent to SkillsUSA Massachusetts.
Arrange Transportation
Make the necessary transportation arrangements for your chapter to arrive at FSLC on Sunday and depart following the conference program on Monday.

Prepare for FSLC
Review schedules, attire, arrival and conference expectations.

Review the Sunday and Monday conference schedule with participants so students understand workshop times, general sessions, service activities, meals, and other required conference programming.
Prepare for Sunday Attire
Participants may arrive in neat casual clothing. Official SkillsUSA attire is required for Sunday afternoon and evening conference activities.
Prepare for Monday Attire
Participants should wear the official conference polo provided at registration with black pants and black footwear. Students assigned to the service project should also bring any additional clothing required for their activity.
Prepare for the SkillsUSA Leader Award
Students interested in earning the SkillsUSA Leader Award should review the award requirements and strengthen their knowledge of SkillsUSA, including the Framework, Creed, Pledge, official organization information, officer duties, parliamentary procedure, and Program of Work.
Plan for Conference Arrival
Sunday registration is scheduled between 9:00 and 10:30 a.m. Advisors should check in at the Registration Desk, review their attendance roster, report any corrections, and collect conference materials before participants begin scheduled activities.
Review Advisor Responsibilities
Advisors are responsible for student supervision throughout the conference and should be prepared to manage required documentation, illness, disciplinary concerns, or other participant needs.
Attend Advisor Training
Advisors should participate in the scheduled Advisor Training sessions for conference updates, SkillsUSA Massachusetts information, professional development, and preparation for the program year ahead.

LEADER AWARD
Qualifications
  • Must be an active SkillsUSA member.
  • Must attend ALL SESSIONS of the SkillsUSA Massachusetts Fall State Leadership Conference.
  • Must receive a qualifying score of 90% or above on the Leader Award exam.
  • Special awards will be presented to the first 25 members that complete the exam with the required 90% proficiency.

The computer software will time stamp exam log on for each member.

EXAM PROCESS
Procedures
  • Participate in all sessions of the Fall State Leadership Conference.
  • Study and know each requirement for the SkillsUSA Leadership Award.
  • Log on to the exam during the specified time frame and take your exam by 4:00 PM.
  • Exam must be taken completely in the same sitting. Once the exam is started it must be completed. Exam is untimed. You will be allowed 2 attempts to get 90% or above.
  • Participate in the exam process demonstrating the Framework personal skills of Integrity, Work Ethic and Professionalism, ensuring your exam is authentic and you have done your best without cheating.

CREDENTIALING OPPORTUNITY
The Leader Award

This award recognizes members who have demonstrated quality leadership skills and have mastered requirements in leadership, citizenship, character, teamwork, service and environmental stewardship.

Note: The 2026 Leader Award evaluation will be through an online exam. A link to the exam will be provided to all registered conference participants. The exam must be taken in the provided supervised environment. A laptop, tablet, Chromebook, or cell phone can be used to access the exam. Exam takers must sign in with exam monitors prior to logging into the exam and must sign out with the exam monitors on completion of the exam.

SkillsUSA Leader Awards will be presented to all students and Advisors who have fulfilled the requirements. We encourage you to complete this award and expand your knowledge of SkillsUSA. Good Luck!!

WHAT TO STUDY
Leader Award Requirements
  1. Know the SkillsUSA Massachusetts Mission Statement.
  2. Be able to state the six points of the SkillsUSA Creed.
  3. Describe the official emblem and give its meaning.
  4. Know the organization’s official colors and be able to give their meaning.
  5. Understand why SkillsUSA has official attire. When should it be worn?
  6. Describe the official dress options for SkillsUSA members.
  7. Know the components of the SkillsUSA Framework.
  8. Know five purposes of SkillsUSA.
  9. Know the SkillsUSA Pledge.
  10. Know the duties of the following Officers: President, Vice President, Secretary, Treasurer, Parliamentarian, Reporter, Historian.
  11. Know at least one part of the official Opening & Closing Ceremonies.
  12. Know how many there are and be able to state the components which make up the Massachusetts Constitution and the year written and by whom.
  13. Possess skills in parliamentary procedure – the four basic types of motion.
  14. Possess skills in parliamentary procedure – how to present a motion.
  15. Know the motto of SkillsUSA.
  16. Know the points of the SkillsUSA Program of Work.
  17. Have a basic understanding of the SkillsUSA Career Essentials professional development curriculum offerings.
